The housing shortage in big cities can cause severe social consequences.Some people think only government action can solve this problem.
To what extent do you agree or disagree?
单主体议论文，问同意与否，推导原因。(句话默认背景，不需要讨论是否有，或者有哪些影响)
【立场】虽然出现极端词only，但这题很少见地站「同意」
注意点1:shortage产生的原因往往是「供不应求」，即「需求者多」+「商品少」。我们探讨这个话题，也是看哪些群体能够解决这两个问题源头。
注意点2：注意big cities这个限定，城市化相关话题的观点也许有用。
注意点3：既然同意“only”，论证思路只能是提出其他可能解决该问题的方式，并一一反驳，论证这些方法都没有政府解决有效。
